We examine households’ applications to and participation in the Supplemental Nutrition Assistance Program using administrative records from South Carolina. We model application resolutions with multinomial logit (MNL) specifications where the possible outcomes are acceptance, denial due to income ineligibility, denial due to a failure to provide sufficient information and denial due to other reasons. For cases with successful applications, we model the durations of participation spells using competing risk hazard specifications that distinguish among exits that result from missed recertifications, financial ineligibility, incomplete or missing information and other reasons. The application and hazard outcomes depend on past programme behaviour and observed characteristics. The results indicate that a household’s application and participation history affect its subsequent application success and programme tenure.  相似文献

Personality traits are increasingly considered as a powerful predictor of socio-economic success as academic achievement. In this article, we exploit the random assignment of applicants to a programme in order to retrieve unbiased estimates of the impact of studying abroad on both cognitive and noncognitive abilities. Our findings suggest that secondary school students, especially those considered ‘more able’, benefited from a 1-month experience abroad, as it enhanced both personality traits and language proficiency.  相似文献

A newly developed indicator of the pesticide risk for aquatic biocenosis in surface water bodies is applied within an economic sector model, and is used to evaluate alternative designs for an environmental policy programme. For rural districts (‘Landkreise’) across Germany, different widths of riparian buffer zones adjacent to surface water bodies are evaluated in terms of efficient cost/risk ratios.  相似文献

Many tropical countries have recently implemented similar forest policies including large-scale afforestation programmes and the devolution of land-use rights. Their success in enhancing livelihoods and contributing to improved environmental services has been widely questioned. This paper discusses the impacts of state afforestation efforts and forestry land allocation on farmers’ land-use decisions in northern Vietnam. It links policy outcomes with factors located beyond the local level by analysing the decision-making process at the policy implementation stage. Our study suggests that the current national afforestation campaign has not successfully involved households in the forestry sector and that forestry land allocation to households has often disrupted existing land-use systems with little impact on afforestation. These discrepancies between policy intentions and outcomes are partly linked to the relative freedom provinces have to interpret and adapt policies during the implementation stage. In this respect, the political and economic context has played a significant role in providing particular financial and bureaucratic incentives to the former State Forest Enterprises and to civil servants. However, we argue that these actors have been allowed or even encouraged to take advantage of these incentives by national policy-makers thanks to: (1) the lack of clarity or the poor adequacy of the policies designed at the central level, and (2) the blurred character of prevailing national discourses promoting afforestation and community-based forest management. We recommend that national policy-makers allow flexibility in policy implementation but develop mechanisms of accountability and control between the provincial and the central authorities.  相似文献

This paper describes a recent innovation employed in the doctoral programme of a major university which we feel has been useful not only in increasing the communication skills of our doctoral students, but has also enhancing the quality of doctoral students' dissertations as well as the teaching and presentation skill of staff involved in the programme.  相似文献

This paper reflects on the outcomes of teacher professional development programmes in technology education. These programmes were based on a model which emphasised the importance of teachers developing an understanding of both technological practice and technology education. Two different programmes have been developed and trialed in the New Zealand context. They are the Facilitator Training programme, and the Technology Teacher Development Resource Package programme. This paper will focus on the outcomes of these programmes. The Facilitator Training programme was a year long programme, and ran in 1995 and 1996. It involved training a total of 30 educators – 15 each year, from all over New Zealand. The Resource Package was trialed in 14 schools over a 3–6 month period in 1996. The evaluations indicate the successful nature of these programmes and the usefulness of the model as a basis for the development of teacher professional development in technology education. The programmes reported on in this paper were developed and evaluated as part of two New Zealand Ministry of Education contracts held by the Centre for Science, Mathematics and Technology Education Research. ABSTRACT

Many epistemic anomalies of the neoclassical research programme originate from its ontologically reductionist meta-axioms, which predicate how economic macro-systems are constituted from their micro-entities and how the latter behave – namely atomistic aggregativity, normative equilibration and global instrumental rationality. This paper explores the metaphysical foundations of the premise of emergence and argues that it can be a remedy to the ills of neoclassical reductions, and a foundational epistemic principle in a progressive systemic research programme in economics, which would bridge existing streams of ‘heterodox’ economic theory.  相似文献

Two community gardening projects in the Cape Town Metropole, South Africa, were studied in terms of how their intended outcomes were conceptualised by programme stakeholders, and how programme implementation was perceived by the intended beneficiaries. Following a broadly qualitative approach, data collection methods included individual and group interviews, participant observation, and reviews of programme records. A model of short-term, medium-term, and long-term outcomes, as perceived by programme management and staff, was elicited. Gardeners generally were positive about the service delivery of the programme, and identified the provision of food for their households as the major change that the programme introduced in their lives. They achieved some savings on household food purchases, and improved their nutrition somewhat. They also reported some income generation, but they perceived it as too little. Finally, respondents were very positive about a range of social benefits obtained from participating in the projects.  相似文献

This article investigates differences in household production and consumption among small‐ and large‐scale irrigators to assess whether the scale of an irrigation project increases household welfare in Mali. Much of the evidence of the impact of irrigation does not use counterfactual analysis to estimate such impact or distinguish between the scale of the irrigation projects to be evaluated. In the dataset collected by the author, both a large‐scale irrigation project and small‐scale projects are used to construct counterfactual groups. Propensity score matching is used to estimate the average treatment effect on the treated for small and large irrigators relative to non‐irrigators on agricultural production, agricultural income and consumption per capita. Small‐scale irrigation has a larger effect on agricultural production and agricultural income than large‐scale irrigation, but large‐scale irrigation has a larger effect on consumption per capita. This suggests that market integration and non‐farm externalities are important in realising gains in agricultural surplus from irrigation.  相似文献
